Timothy Truman Harmon Jr., lovingly known as “Tim-Tim,” was born on January 30, 1990. He was more than a headline, more than a statistic, and more than the struggles he faced. He was a father, a son, a brother, an uncle, a friend and a man deeply loved by his family. He was very protective of those he loved.

Tim-Tim was a proud father to three beautiful children who meant everything to him. They were his world, and no matter what battles he was facing, his love for them never wavered. He was a loving son, a brother, and a playful, fun-loving uncle who could light up any room just by walking into it. His smile was unforgettable, and his laugh was the kind you could see and hear from a mile away — full of life, warmth, and joy.

He loved the water. Whether it was a lake, river, creek, or the ocean, that is where he felt peace. Water gave him calm. It was where he could breathe, reflect, and just be Tim-Tim.

Tim-Tim had his demons, like so many battling addictions. But he was more than an addict. He was a human being with a story, with laughter, with dreams, and with a family who loved him deeply. His life mattered. His life still matters. We will say his name loud and proud.

On April 14, 2024, Tim-Tim was found deceased in a yard in Woodland, Alabama. He had been lying there for days. Multiple individuals saw him and walked away. No one called 911.

That reality changed our family forever.

Alabama is not a mandatory reporting state. There is currently no law requiring someone to call for help when they see a deceased person. Our family believes that must change.

In honor of Timothy, we are fighting for Tim-Tim’s Law — legislation that would require individuals to report a deceased person to 911 or emergency services. We have started a petition on Change.org and are working to change the Alabama Reporting Law so that no other mother or family has to endure this heartbreak knowing help could have been called.

To honor Tim-Tim’s love for the water, our family created memorial bottles with scanners in his memory. The scanners are there incase people find his memorial bottle they can scan and post photos and his location then put him back in the water. We place them in rivers, creeks, and the ocean — allowing him to travel the waters he loved so much. It brings us comfort to imagine him still moving with the current, still surrounded by the peace he always found there.

Tim-Tim’s story is now a call to action.

We share his life not just in grief, but in purpose. We want the world to see him as we do — a father, a son, a brother, an uncle, a friend, a man who loved the water, who loved his family, and who deserved compassion.

Passing Tim-Tim’s Law is not just about punishment alone for our family.
It’s about accountability, dignity and preventing additional trauma for other families.

His life mattered.
And because it mattered, we fight.
And we will say his name loud
